Assessment scope

Step 4 - Loading / Unloading & Train Closure. This is the intermodal terminal's single most important outbound TEL TSI obligation. Under Annex pt. 3.2.1.3(3), where an operator of rail freight service facilities is responsible for loading or unloading a set of freight wagons in intermodal transport, it must send the lead railway undertaking a TrainRunningInformationMessage - the message referred to in Annex pts. 2.6.1(6) and 2.6.3 - containing the location and status of the train and confirming train closure, meaning the wagons are ready for movement without jeopardising the safety of the load in accordance with OPE TSI. This is a safety-linked data exchange, not just a logistics update.
