Step 4 - Train Running Information. The infrastructure manager is a primary sender of TrainRunningInformationMessages - to the lead freight RU, the lead passenger RU, and the adjacent infrastructure manager. TEL TSI Annex pt. 2.6.2 defines the mandatory reporting points at which these messages must be sent. Unlike RUs who report disruption, the infrastructure manager reports the authoritative actual running picture across its network.
