Step 5 - Train Running Forecast & IM-to-IM Handover. Before the freight and passenger trains reach the handover point, the infrastructure manager must send TrainRunningForecastMessages to the adjacent infrastructure manager with the Estimated Handover Time (ETH). This is the TEL TSI-defined mechanism for cross-IM coordination, alongside simultaneous notification to the contracted RUs. Accuracy of forecast information is governed by TEL TSI Appendix E.
