Assessment scope

Setup - Roles & Reference Data. The infrastructure manager is a telematics stakeholder under TEL TSI Art. 3(9). The IM holds a unique position: unlike RUs who primarily use location codes, the infrastructure manager is responsible for creating, maintaining, and registering the Primary Location Codes for its entire network in the ERA Common Central Repository. All reporting points - departure, handover, interchange, intermediate stops, destination - must have ERA-assigned codes before any message can reference them. Note the earliest of these duties: by 2 September 2026, Art. 9(7) requires the infrastructure manager to specify where the location codes assigned to it before the Regulation entered into force sit relative to the infrastructure data in RINF.
