Assessment scope
Step 1 - Capacity Allocation. The infrastructure manager receives PathRequestMessages from the lead freight RU and the lead passenger RU and processes them through the TEL TSI message sequence. All capacity allocation messages must flow via standardised APIs or web UIs per Art. 14 and Annex pt. 1.7. For cross-border services, the infrastructure manager must coordinate with the adjacent infrastructure manager per Art. 40(1) of Directive 2012/34/EU.
