Step 10 - PKI. The infrastructure manager exchanges authenticated TEL TSI messages with the lead freight RU, the lead passenger RU, and the adjacent infrastructure manager continuously - path allocation, train running, forecasts, and disruption messages all require certificate-based authentication under Art. 7(2) and ERA TD-106. As the stakeholder with the highest message volume and the most counterparties, the infrastructure manager's PKI footprint is typically the largest of any telematics stakeholder.
