Step 12 - Compliance & CCM Governance. The infrastructure manager faces the earliest implementation reporting deadline of any telematics stakeholder (2 September 2027, six months ahead of RUs), plus the unique Art. 11(2) network-specific data requirements disclosure and the Art. 14(5) common sector specifications obligation coordinated via ENIM. Compliance is an ongoing governance function, not a one-time milestone.
