Step 1 - Passenger Timetable. Publishing accurate, timely, and complete passenger timetable data to National Access Points (NAPs) in NeTEx format is one of the earliest TEL TSI obligations (deadline: 14 December 2025). This module covers the publication timing rules, content requirements, Lead RU aggregation, historic record obligations, and the CC BY-NC-ND 4.0 licence that governs what third parties may do with the data.
